Permit
A signed document saying what a party may ever ask for. Not authority.
What it is
A permit is a signed statement from an issuer that a subject may perform certain actions on certain resources, under conditions, until a moment. It is a document: it can be held, copied, inspected and verified by anybody, with no service involved.
A permit is not authority
Holding a valid permit does not mean an action is allowed. Authority is the meet of the permit, the policy and any approval or risk condition. A permit is the outer bound of what could ever be allowed, never the decision.
This is why a permit that is not in the registry can still be valid, and why registering one grants nothing. A signature is what makes a permit real, not a row in a table.
