Risk
A score that can require a person, never one that grants permission.
What it is
Risk signals can raise the bar — pushing a decision from ALLOW to REQUIRE_APPROVAL, or freezing an agent whose behaviour changed sharply. They never lower it.
A low risk score cannot turn a DENY into an ALLOW. Risk is a reason to ask for more, never a reason to ask for less.
