Policy
Deterministic rules that say what may happen now.
What it is
A permit says what an agent could ever do. A policy says what it may do now. The final authority is the meet of the two, and a policy can never widen a permit.
Policies are versioned documents. A version is saved, simulated, then activated — and activation is the moment it starts deciding.
