Exactly four actions, and a separation the module enforces.
The closed action set

Four, and adding a fifth is a protocol change rather than a configuration change. Governance cannot reach the Trust protocol, cannot issue permits, cannot move a user's assets and cannot alter an organization's policy.
The treasury
A treasury spend is scheduled by a passed proposal and executed later. A cancelled spend stays cancelled — it cannot be un-cancelled — and the spending cap is fixed before anybody votes, so a proposal cannot raise its own ceiling.
